Benin launches sixth phase of commune development fund

The FADeC VI program will support investments in all 77 communes, with a resilience component for 27 northern communes.

Benin launched the sixth phase of its Communal Development Support Fund (FADeC VI) on Tuesday, October 27, 2026, in Cotonou. The program, organized by the Local Investment Fund (FIC), aims to finance communal investments across all 77 communes and bolster resilience in 27 northern communes facing violent extremism. An initial two-day workshop is planned to refine implementation measures.

FADeC VI includes a general investment window for all communes and a Sahel Window targeting 27 northern communes for resilience and social cohesion projects chosen with community input. Financial partners, including German, European Union, and Swiss cooperation, have reaffirmed their support for decentralization and improving access to basic infrastructure. Christiane Kuadjo, representing the Minister of Budget, urged for better project quality and FIC support in diversifying commune financing.

The FIC's Director General, Koumagbeafide Réginal, stated the fund aims to be a reference partner for communes, offering financial resources and technical support to diversify funding sources and consolidate investment capacity. The program benefits from contributions from KfW, the European Union, and Swiss Cooperation, particularly for the Sahel Window. Stéphanie Küraten, Director of KfW, affirmed continued commitment to the partnership.
