US proposes UN mission changes in Western Sahara

A US draft resolution suggests ending MINURSO peacekeeping by April 2027 and shifting to a political mission.

A United States draft resolution proposes significant changes to the UN mission in Western Sahara, suggesting an end to its peacekeeping functions by April 30, 2027. The mission would then transition into a special political mission with a mandate extending to October 31, 2027. The proposal aims to reduce the military component by at least 50% before January 31, 2027, and close some bases.

The draft reaffirms support for political negotiations and proposes adopting Morocco's autonomy plan as the basis for talks. It calls for a just, lasting, and acceptable solution aligned with UN principles, including self-determination. The UN Secretary-General is asked to submit detailed proposals for the new political mission's structure and functions, which would include supporting the political process and mine action.

The resolution urges cooperation with UN envoy Staffan de Mistura and the US in facilitating negotiations between Morocco, the Polisario Front, Algeria, and Mauritania. It also calls on the UN High Commissioner for Refugees to complete the registration of refugees in Tindouf within six months and ensure unimpeded access and freedom of movement.

Why it mattersThe proposed changes affect the United Nations Mission for the Referendum in Western Sahara (MINURSO) and the political process for the territory.
