ORTM director clashes with communication minister over access

A dispute over security measures at public broadcasting premises escalates between the ORTM director general and the communication minister.

A dispute has erupted between the director general of the Office de la Radio et de la Télévision de Madagascar (ORTM), Lemana Elysée, and the Minister of Communication and Culture, Gascar Fenosoa, over access to the Havoria hall within the ORTM compound in Anosy. The conflict escalated on Wednesday evening when the ministry attempted to implement new access controls, leading to a confrontation that required the intervention of the Organe mixte de conception (OMC).

The disagreement stems from ORTM's decision to restrict access to Havoria, citing security concerns due to its shared premises with the national radio and television buildings, which are classified as red zones. The ORTM director general reportedly closed a connecting gate and increased security checks, disrupting events and causing cancellations. The ministry responded by installing metal barriers to separate the sites and reopen access to Havoria, a move the ORTM director allegedly opposed and dismantled.

Further complicating the situation, the ORTM management has reportedly given ministry services occupying ORTM offices one week to vacate the premises. These services include the Directorate of Public Relations and the regional communication directorate. The minister and the head of the OMC were present to oversee the barrier installation, while the ORTM director general allegedly called in Presidential Security elements during the standoff.
