Angola launches public-private partnership manual
The new guide aims to clarify procedures for public institutions and private investors in project development.
Angola has launched a new Manual of Procedures for Public-Private Partnerships (PPPs) in Luanda, aimed at guiding public institutions and private investors. The document addresses a gap in available guidance for structuring and implementing projects.
Ivan Marques dos Santos, the Secretary of State for Public Investment, explained that the Angolan government began reforms in this area in 2017, updating legislation and approving specific regulations. He stated that the manual will establish clearer and more predictable procedures, facilitating collaboration between the state, companies, and financial institutions.
The manual includes guidelines for pre-feasibility and feasibility studies, as well as financial sustainability assessments. These mechanisms will help test economic and financial assumptions to determine if investments are sustainable and beneficial for society, also aiding banks in their credit decisions.
Why it mattersThe manual aims to improve the quality of project proposals and the public institutions' capacity to evaluate them, benefiting society.
