Djibouti reviews $30 million digital projects

Two projects, DFN and EARDIP, aim to boost internet access and expand digital infrastructure across the country.

Djibouti's government reviewed two digital projects totaling $30 million on October 25, 2026, with a call to accelerate their implementation. The Digital Francophone Network (DFN) project has mobilized $10 million, and the East Africa Digital Integration Programme (EARDIP) has secured $20 million, both supported by the International Development Association.

According to Hawa Youssouf Kayad, the coordinator for both projects, 26 out of 35 DFN activities are complete, with 80% of resources committed and a 56% disbursement rate, having already improved public institution internet access. EARDIP plans include extending cross-border terrestrial links, deploying 12 4G mobile sites, and building fiber optic loops to Dikhil, Tadjourah, and Obock, pending commercial, environmental, and social study validations.

Minister Mohamed Abdoulkader Moussa urged institutions and partners to accelerate remaining activities, remove constraints, and ensure investments yield concrete results, emphasizing rigorous monitoring of adopted recommendations. The DFN project is scheduled to close on June 30, 2027.
