FIM board reviews budget execution

Guinea's Mining Investment Fund faces delays in public procurement processes, impacting project timelines.

The Mining Investment Fund (FIM) held its 10th ordinary board meeting in Conakry on Thursday, November 5, 2026. Participants reviewed the activity report up to August 31, 2026, and discussed a budget revision following the adoption of the amended Finance Law.

Aboubacar Kagbè Touré, the board chairman, noted progress in resource mobilization for 2025 and 2026 and overall spending control. However, he highlighted a low budget execution rate, attributing the delays to slow public procurement procedures.

Touré urged the general directorate to work with technical services to speed up the finalization of pending dossiers. He stressed that a budget's performance is measured by its absorption capacity, while also defending the need for legal compliance in disbursements.

Why it mattersGuinea's citizens are affected by the slow execution of budgeted projects due to procurement delays.
