Liberia Tightens Payroll Controls for 2027 Budget

The Civil Service Agency is implementing new measures to verify staffing and expenditures before allocating funds for the upcoming national budget.

The Liberian government, through the Civil Service Agency (CSA), is enhancing controls over its payroll system in preparation for the 2027 National Budget. Director-General Dr. Josiah F. Joekai Jr. announced that personnel expenditures will now require credible employment records, demonstrated institutional needs, and confirmation of available financial resources. This initiative follows the submission of an Annual Manpower Hearing Report to the Ministry of Finance and Development Planning, aiming to align compensation allocations with verified staffing requirements.

The Annual Manpower Hearing, conducted from August 18 to September 1, 2026, involved technical representatives from the CSA, the Ministry of Finance and Development Planning, and participating government institutions. Spending entities presented their staffing needs and compensation proposals to justify workforce-related expenditures. Out of 109 invited entities, 77 participated, representing over 70 percent of those expected, with the CSA completing the exercise within its approved timeframe despite the absence of 32 institutions.

Dr. Joekai stated that this move addresses long-standing concerns regarding personnel expenditure management and discrepancies between staffing needs and requested allocations. The process is designed to foster a more transparent and disciplined approach to managing public sector employment and compensation, ensuring that budget allocations are based on legitimate needs and available funds, rather than unsupported demands.

Why it mattersGovernment employees and ministries are directly affected by the new verification requirements for payroll and compensation.
