Madagascar arrests prison officials over Chinese escape

Three prison administrators face charges after 11 Chinese nationals disappeared from Avaradrano prison.

Madagascar has arrested three prison administration officials and placed 12 others under judicial supervision following the irregular release and subsequent disappearance of 11 Chinese nationals. The arrests followed their presentation to the Anosy prosecutor's office on Friday. The 11 Chinese men had left Avaradrano prison in August, reportedly as transfers, without proper authorization. Two extradition waves to China occurred in September, with two of these inmates expected to be among those sent back.

The disappearance of the inmates was only publicly revealed in October, prompting swift administrative and legal action. Among those detained are former Avaradrano prison director Mamisoa Tolojanahary, director of prison administration Jean De Kopy Rajaonarison, and the head of the Antanimora post. The first substitute prosecutor, Nirina Andrianarivony, stated that several suspects remain at large, including Mahomed Razafimbeloson, secretary-general of the prison agents' union, who is wanted on an arrest warrant.

Mahomed Razafimbeloson has accused Minister of Justice Fanirisoa Ernaivo of issuing instructions for the inmates' release, a claim the minister has categorically denied. The case has raised questions about the effectiveness of surveillance mechanisms and inter-service communication, especially given the speed of the current prosecutions compared to the months of silence. This controversy impacts the country's image, particularly concerning corruption concerns voiced by the president of the Refondation.
