Mauritius M4 highway environmental report due in November

The 30-kilometer M4 highway project's environmental impact assessment will be made public after review.

The M4 highway project, a planned 30-kilometer dual carriageway linking northern and eastern rural regions, was discussed in parliament on October 20. Member of Parliament Joanna Bérenger questioned Minister of National Infrastructure Ajay Gunness about public consultation outcomes and financing terms, including interest rates.

Minister Gunness stated that the environmental impact assessment report, submitted on April 24, 2026, is being revised to include feedback from three public consultations attended by 242 people. The amended report will be submitted to the Ministry of Environment in November 2026 and then released publicly. A $432 million credit line from Exim Bank of India covers the project, with a variable interest rate of approximately 5.87% at signing on July 22, 2026.

The loan has a 15-year term with a five-year capital repayment deferral, though the M4's specific repayment schedule awaits a dedicated credit agreement. Minister Gunness also confirmed that 25% of works and supplies will be reserved for Mauritian businesses, including SMEs and local suppliers.

Why it mattersMauritian citizens will be affected by the M4 highway project's environmental impact and local business participation.
