Rwanda explores combining health insurance with farm and business cover
The government is investigating how its existing health insurance scheme could form the basis for wider financial protection against climate shocks and business risks.
Rwanda is considering expanding its community-based health insurance, Mutuelle de Santé, to include coverage for agricultural losses and small business risks. The Ministry of Finance and Economic Planning (MINECOFIN) is exploring this potential to create a broader financial protection model for households.
Herbert Asiimwe, Head of Financial Sector Development at MINECOFIN, stated that collaboration with the Rwanda Social Security Board (RSSB) and the insurance industry could lead to bundled products. This initiative aims to offer greater impact and benefits by potentially allowing households to afford multiple policies under one framework.
The proposal, discussed at the International Conference on Inclusive Insurance 2026 in Kigali, seeks to leverage the success of Mutuelle de Santé. By pooling contributions for healthcare, Rwanda hopes to replicate similar approaches to protect families against diverse financial shocks, such as illness, crop failure due to climate events, or business damage.
