Chad land dispute halts N'Djamena health center construction

An association reports construction continues on land designated for a public health center in N'Djamena's Walia neighborhood.

The Association Action for the Well-being and Community Development in Chad (ABEDEC-TCHAD) has raised concerns about a land dispute in N'Djamena's Walia neighborhood that has lasted over eight years. The group denounces irregular land allocations and ongoing construction on a site reserved for a public health center. ABEDEC-TCHAD highlighted the situation on October 31, 2026, stating that a commission's 2018 report was irregularly established.

ABEDEC-TCHAD accuses Gaukam Claude, head of restructuring, and Hassana Hamit Mahamat, former deputy mayor, of irregularities in land distribution. The association claims a sharing of spaces on February 27, 2017, violated a 2008 decree on land allocation commissions. They also question how some beneficiaries obtained land documents and note that legal appeals by affected owners have been unsuccessful.

The dispute centers on land provided by a private individual for the Ngonba public health center, established administratively on September 20, 2016. The center currently operates in rented premises due to lack of site access. ABEDEC-TCHAD alleges Bolguel Lame Emmanuel is proceeding with construction despite a suspension order from June 3, 2025, confirmed on October 22, 2025. Work resumed on October 27, 2026, on the health reserve land.

Why it mattersResidents of N'Djamena's Walia neighborhood are affected by a land dispute that is preventing the construction of a public health center and has led to continued work on the designated site.
