Gabon signs Accra Convention for digitized cargo documents

The treaty aims to simplify trade by allowing electronic transfer of ownership rights and reducing paperwork for multimodal transport.

Gabon signed the United Nations Convention on Negotiable Cargo Documents, known as the Accra Convention, in Accra, Ghana, on Monday, October 26, 2026. The Ministry of Transport announced that the treaty establishes common rules for issuing and using cargo documents in paper or electronic formats across all transport modes.

This convention allows ownership rights in goods to be transferred by their representing document, facilitating the sale of cargo in transit and trade finance. It also permits a single negotiable document for multimodal transport, reducing administrative burdens and the risk of lost or forged paperwork for Gabonese businesses.

The agreement supports ongoing reforms, including a proposal to digitize administrative documents and improve road freight tracking discussed in January 2026. Gabon must ratify the convention and incorporate its provisions into national law, with further steps needed to integrate systems and ensure business adoption of new tools.

Why it mattersGabonese businesses will benefit from a reduced administrative burden and more secure, predictable logistics operations.
