Inadequate financial resources and delayed funding are weakening effective justice delivery across the courts in Ghana.
Delays in funding and inadequate resources are undermining effective justice delivery in Ghana, according to Dr Valentine Mensah, a D&D fellow in public financial management and corporate governance. Speaking at a JoyNews and An Amalgam of Professionals event on Tuesday, October 20, he stated that the judiciary needs dependable financial support, proper staffing, and essential facilities.
Data cited shows Parliament approved GH¢945 million for the judiciary in 2024, but only GH¢700 million was released, with compensation absorbing 79 per cent. In 2025, audited expenditure exceeded GH¢1.6 billion, with compensation taking 87 per cent. Furthermore, JUSAG reported more than 130 courts operating without magistrates.
Dr Mensah called for sustainable funding arrangements and improved staffing plans. He noted that the judicial complex has remained unfinished for more than a decade due to incomplete planning and funding delays.
Why it mattersCitizens and court users are affected by delayed justice resulting from severe underfunding, severe staff shortages, and unfinished judicial infrastructure across Ghana.
