Doumbouya holds dual leadership roles in Guinea

Guinea's football federation president also heads the telecom regulator, raising legal questions.

Mamady Doumbouya now leads both the Guinean Football Federation (FÉGUIFOOT) and the Telecommunications Regulation Authority (ARPT). He was elected FÉGUIFOOT president on October 27 and has directed ARPT since May 8, 2023.

This dual role faces scrutiny under Guinean law. Article 18 of the telecommunications law states the ARPT director general cannot hold elected office. FÉGUIFOOT statutes do not explicitly forbid this position.

The legal compatibility of Doumbouya's positions remains unclear. The law prohibits the ARPT director from holding any elected national or local mandate.

Why it mattersMamady Doumbouya's leadership of both the FÉGUIFOOT and ARPT raises questions about compliance with Guinean law, specifically regarding the incompatibility of holding an elected office while serving as director general of a regulatory body.
