Lesotho Correctional Service promotions challenged in court

Assistant Superintendent Moji Zakea questions the January promotion of five officers to Senior Superintendent.

Assistant Superintendent Moji Zakea has filed a court application challenging the January promotion of five officers to Senior Superintendent within the Lesotho Correctional Service (LCS). The application names acting Chief of Corrections Matingoe Phamotse and Minister of Law and Justice Richard Ramoeletsi as respondents.

Zakea argues the promotions violated the LCS Promotion Guidelines of 2024, citing a lack of preliminary interviews and the shortlisting process being handled by Phamotse’s office instead of Human Resources. He specifically questions if Senior Superintendent Samson Rasehloho met the degree and disciplinary case experience requirements.

Zakea, who has acted as Superintendent since May 2021, applied for promotion after an internal notice on January 9 advertised vacant positions. His application was unsuccessful, prompting this legal challenge to the process he claims lacked transparency and fairness.

Why it mattersAssistant Superintendent Moji Zakea and other applicants for promotion within the Lesotho Correctional Service are directly affected by a process that may not have followed its own guidelines.
