The Energy Development Corporation Limited is inviting independent power producers to develop a 200-megawatt floating solar plant with battery storage on Lake Sake.
Rwanda is seeking private investors to develop a 200-megawatt floating solar power plant on Lake Sake in Ngoma District, Eastern Province. The project will include a battery storage system capable of supplying electricity for four hours. The Energy Development Corporation Limited (EDCL), a subsidiary of the Rwanda Energy Group, has invited independent power producers to submit applications for prequalification by November 12, 2026.
The selected investor will be responsible for the design, financing, construction, installation, and operation of the facility, including grid connection infrastructure. The plant will combine floating solar panels with a battery energy storage system rated at 200MW/800 megawatt-hours to store excess daytime electricity for peak evening demand. The project is expected to be completed and commissioned within 18 months.
Under a proposed public-private partnership, the developer will operate and maintain the plant for 25 years through a long-term power purchase agreement with EDCL. Lake Sake was chosen due to the Eastern Province's abundant sunshine throughout the year, according to an EDCL project manager. A site visit for interested investors is scheduled for October 23.
Why it mattersInvestors are sought to finance, build, and operate a new 200MW floating solar power plant and battery storage system.
