Togo university hosts rights court debate
Lomé conference examines regional human rights courts and state sovereignty after constitutional change.
The University of Lomé hosted an international conference on October 29 and 30, 2026, discussing regional human rights courts, the rule of law, constitutional changes, and state sovereignty. The event followed a January 29, 2026, ruling by the ECOWAS Court of Justice.
Professor Pascal Kossivi Adjamagbo stated that Togolese sovereignty belongs to the people and cannot be seized by rulers in the name of state sovereignty. This discussion is particularly relevant following Togo's constitutional reform on March 25, 2024, which moved the country to its Fifth Republic.
The conference, organized by the Public Law Center at the University of Lomé, focused on the tension between popular sovereignty and the new institutional framework established by the recent constitutional reform.
Why it mattersTogolese citizens are affected by the debate over who holds ultimate sovereignty following a constitutional reform.
