Zimbabwe government cuts exam fee subsidies

From 2028, only BEAM beneficiaries will receive government assistance for Zimsec examination fees.

The Zimbabwean government will phase out universal subsidies for Zimbabwe School Examinations Council (Zimsec) fees, shifting costs to parents. Cabinet approved a revised framework that will maintain support for pupils in rural primary and secondary schools, satellite schools, and those under the Basic Education Assistance Module (BEAM) in 2027.

Starting in 2028, only BEAM beneficiaries will receive government assistance for examination fees. This change comes as the government cites mounting fiscal pressures and a need to prioritise vulnerable students. The move will leave other families to shoulder a greater share of national examination costs.

The government's decision to scale back subsidies means families will face increased education expenses. This policy shift impacts the financial planning for parents and guardians responsible for examination fees for their children.

Why it mattersParents and guardians in Zimbabwe will face higher education costs due to reduced government subsidies for school examinations.
