Angola finds 31,000 ghost workers

Minister Teresa Rodrigues Dias announced that a new human resources system revealed thousands of inactive or deceased employees on the payroll.

Angola's public administration is paying for over 31,000 phantom employees, according to Minister Teresa Rodrigues Dias. The new integrated human resources management system, SINGERH, uncovered these discrepancies, which cost the state significant funds that could be saved with better control.

The minister stated that many listed employees have unknown whereabouts, lack identification, or are already retired or deceased. These cases, which raise suspicions of fictitious staff, are being handled with appropriate legal and administrative measures in coordination with the Ministry of Finance.

Organisations have been notified and given deadlines to justify these employee records. Those in regular situations need only verify their status with their respective human resources departments. SINGERH aims to integrate and modernise public administration's human resource management across the entire employment cycle.
