Angola's MPLA summons general Higino Carneiro for disciplinary hearing

The ruling party's Central Committee will investigate alleged document forgery and ethical breaches by the general.

Angolan general Higino Carneiro was summoned on Thursday, October 29, 2026, to appear before the MPLA's Central Committee Discipline and Audit Commission on Friday at 9:00 AM. This summons follows the committee's October 21 decision to nullify Carneiro's candidacy for party leadership and initiate disciplinary proceedings against him.

Carneiro had intended to challenge current MPLA president and President of the Republic, João Lourenço, at the party's IX Congress on December 9-10. His candidacy, submitted on June 25, was initially rejected due to alleged "grave irregularities," including falsified signatures and misuse of identification documents, according to MPLA official Job Capapinha.

The MPLA's Political Bureau upheld the rejection, forwarding the case to the Central Committee, which confirmed the nullification and decided to inform the Attorney General's Office due to strong indications of document forgery. The committee cited Carneiro's "voluntary and conscious violation of ethical and moral duties" as grounds for the disciplinary action.
