Cameroon considers reallocating unused fish import quotas
18 of 52 companies imported nothing by November 4, while Congelcam received 66% of the total allocation.
Cameroon's government is considering reallocating unused fish import quotas after 18 of 52 companies imported nothing by November 4. The Ministry of Livestock, Fisheries and Animal Industries (MINEPIA) reported that most other operators also imported negligible quantities. Trade Minister Luc Magloire Mbarga Atangana called for the redistribution during a November 4, 2026, meeting in Yaoundé.
MINEPIA allocated nearly 200,000 tons of fish for 2026. Congelcam, headed by Senator Sylvestre Ngouchinghe, received 130,000 tons, approximately 66% of the total allocation. Only Congelcam and Akain Nicolas Luis were among the few companies that had imported significant amounts, according to ministry figures presented at the meeting.
The concentration of import authorizations in Congelcam's hands highlights the issue, as many other importers have been unable to utilize their allocated quotas. The government is now exploring options to reallocate these unused portions to other operators.
Why it mattersCameroonian businesses that received fish import quotas are affected by the potential reallocation of unused portions.
