Gabon transport ministry seeks 44.56 billion CFA francs for 2027

The ministry's 2026 budget execution stands at 33.91% cash basis with 7.93 billion CFA francs paid.

Gabon's Ministry of Transport is requesting 44.56 billion CFA francs for 2027, nearly double the 23.39 billion CFA francs budgeted for 2026. Of the 2026 budget, only 7.93 billion CFA francs have been paid, representing a 33.91% cash execution rate.

Minister of State Ulrich Manfoumbi Manfoumbi presented the 2026 performance to the National Assembly's finance commission on October 23, 2026. He noted that while 54.68% of the budget was committed, actual spending on investments was only 2.05%. The minister assured deputies that social dialogue is ongoing to resolve issues at the Société nationale immobilière (SNI) in Port-Gentil and that planned funds for air and sea transport aim to reorganize routes and negotiate lower fares.

The 2027 budget proposal is divided into 17.65 billion CFA francs for land transport, 22.34 billion CFA francs for air and maritime sectors, and 4.57 billion CFA francs for institutional steering. Deputies also raised concerns about traffic congestion, with the minister stating that traffic flow improvements are a priority under the National Road Safety Plan but require impact studies and adherence to public procurement procedures.

Why it mattersGabon's citizens are affected by the low execution rate of the transport budget and the high cost of air and boat tickets.
