Madagascar digital minister resigns
Mahefa Andriamampiadana leaves his post, with the minister of higher education taking interim charge.
Madagascar's Minister of Digital Development, Posts, and Telecommunications, Mahefa Andriamampiadana, has officially resigned from his position. The Presidency of the Refoundation announced the departure yesterday, stating that health reasons prevent the minister from continuing his duties. Ndaohialy Manda-Vy Ravonimanantsoa, the minister of Higher Education and Scientific Research, will temporarily oversee the digital development ministry until a successor is appointed.
Andriamampiadana confirmed his resignation on social media, reflecting on his year-long commitment and unfulfilled ambitions for his department. He expressed regret that circumstances prevented him from completing several planned initiatives. While official reasons cite medical grounds, his departure comes as discussions continue on two draft laws concerning the digital sector.
The two draft laws are one on cybersecurity and cybercrime (042/2026) and another on electronic communications (040/2026). Concerns have been raised regarding potential impacts on freedom of expression, content management, and personal data protection for the cybersecurity law. The electronic communications law faces questions about regulatory and financial conditions for operators and their effect on competition.
Why it mattersMinister Mahefa Andriamampiadana resigned citing health, but his departure occurs as two digital sector laws face scrutiny over freedom of expression and competition.
