Malawi parliament meeting postponed after presidential recommendation

President Mutharika recommended postponing the National Assembly's session, with the Speaker announcing the change.

Malawi's National Assembly meeting, scheduled from November 9 to December 11, 2026, has been postponed. President Peter Mutharika sent a letter on October 23, 2026, recommending the postponement to redirect public resources to national challenges. The Speaker subsequently announced the postponement of the Fourth Meeting of the 52nd Session.

The use of the word 'directed' in the President's letter has raised constitutional questions. Section 59 of the Constitution states that the Speaker, in consultation with the President, appoints the time for every meeting of the National Assembly. The President can also, in consultation with the Speaker, summon extraordinary meetings or prorogue the Assembly.

The Constitution does not expressly provide for postponement, but outlines the consultative relationship between the President and the Speaker regarding parliamentary sittings. The Speaker takes part in fixing when a meeting starts, and the President has an express power to prorogue, subject to consultation.

Why it mattersThe postponement of the National Assembly meeting affects the legislative process and the constitutional roles of the President and the Speaker.
