Rwanda seeks $386 million from South Korean firm

The government filed a counterclaim against KT Corporation over a failed 4G network project at the Permanent Court of Arbitration.

Rwanda has filed a $386 million counterclaim against South Korean telecommunications company KT Corporation over a failed 4G network project. The government, along with the Rwanda Development Board, Rwanda Social Security Board, and Agaciro Development Fund, filed the claim on October 20, 2026, with the Permanent Court of Arbitration.

KT Corporation, which owns 51% of the joint venture KT Rwanda Networks, disclosed the filing on October 23, stating it would challenge Rwanda's damage calculations. The dispute centres on the 2013 joint venture established to build and operate Rwanda’s 4G LTE broadband infrastructure.

The $386 million claim is more than 1.4 times Rwanda's agriculture and livestock budget for 2026/27 and represents about 7.3% of the national budget for the same fiscal year. The arbitration process will determine the outcome of Rwanda's financial claim.
