Senegal justice staff can apply for reclassification from November 5

Government announces new procedure for court clerks and administrators to move up the A hierarchy after training.

Senegalese court staff can begin applying for reclassification starting November 5, 2026, according to a joint announcement from the ministries of Public Service and Justice. This process allows eligible court clerks and administrators to be appointed or reclassified into Hierarchy A following a six-month training at the Judicial Training Centre (CFJ). The initiative stems from a September 7, 2025, agreement between the government and justice sector unions.

The reclassification is not automatic and requires individual applications. Successful candidates will see improvements in their hierarchical level and salary index, with positive impacts expected on their remuneration and retirement pensions. However, maintaining a previously held grade within the new hierarchy is not possible under current legislation, as it could set a precedent and destabilize career management rules. Applications must be submitted to the Ministry of Public Service with a copy of the CFJ training completion certificate.

A draft decree has been prepared to modify existing regulations on the status of justice officials, following review by the Superior Council of Public Service on July 7, 2026. This step is part of the National Pact for Social Stability for Inclusive and Sustainable Growth. The government stated that while career prospects are improving, agents must actively apply to benefit from the reclassification.

Why it mattersCourt clerks and administrators in Senegal will have improved career and salary prospects through a new reclassification process.
