Uganda urges predictable funding for African peace operations

Kampala calls for joint AU-UN frameworks and structured financial partnerships to ensure long-term stability across the continent.

Uganda has called for predictable funding and joint African Union-United Nations frameworks to secure long-term stability across Africa. Ambassador Rebecca Amuge Otengo, Uganda’s Permanent Representative to the AU, made the call during a strategic review on AU and UN Peace Operations in New York. She stressed the need for a balanced, predictable financial burden-sharing partnership beyond ad-hoc security cooperation.

Ambassador Otengo stated that UN Security Council Resolution 2719 (2023) provides a mechanism for a structured partnership, emphasizing institutionalized AU-UN cooperation throughout the planning cycle. She highlighted that future operations must have clear political strategies, achievable objectives, and measurable benchmarks, with mandates aligning to available resources. Lessons from African-led operations in Somalia informed the implementation of Resolution 2719, underscoring the value of African peace initiatives and the need for reliable financing.

Uganda stressed integrating vital capabilities like strategic mobility, logistics, aviation, and medical evacuation into early planning stages. The country also called for enhanced resource mobilization, diversified financing, and continued contributions to the AU Peace Fund to counter uncertainty from extra-budgetary contributions. Ambassador Otengo reminded global partners that maintaining continental peace is a shared global duty, with success measured by the ability to deploy adequately and sustainably financed peace operations.
